It was supposed to be an effective and useful tool for the reconstruction of the economy destroyed during the war.For the communists, central planning and the introduction of five-year plans were a very essential feature of the new order. State propaganda claimed that five-year plans were the best for increasing living standards and economic efficiency. In reality, however, this planning was inflexible and inefficient. The planned economy thus repeatedly caused a shortage of goods and services. People stood in lines for food and consumer goods, businesses lacked raw materials for production, and services were limited (Wiki).
