Some of the paint has chipped off and it could continue to do so ~ you could coat it with a sealant, like a light sprayed gloss coating. The paint work is highly detailed! I am guessing it may be 1800s-1920s, not sure. Please expect some wear due to age, and see photos for condition. Measuring stick shown. I am selling SO MANY brooches separately in my store, as well as many beautiful other vintage clothing and accessories! My house burned down in a California wildfire with no insurance.
